Shadow Report: Implementation of Sustainable Development Goals in Georgia 2024

This report highlights the primary challenges in implementing ten Sustainable Development Goals (SDGs) in Georgia: SDG 1 (No Poverty), SDG 2 (Zero Hunger), SDG 4 (Quality Education), SDG 5 (Gender Equality), SDG 6 (Clean Water and Sanitation), SDG 7 (Affordable and Clean Energy), SDG 8 (Decent Work and Economic Growth), SDG 12 (Responsible Consumption and Production), SDG 13 (Climate Action), and SDG 16 (Peace, Justice, and Strong Institutions).

The report provides an alternative perspective on Georgia’s progress toward achieving these goals. It highlights key issues such as limited stakeholder participation, poor communication, and political instability, which hinder effective SDG implementation.

While Georgia has established the SDG Council and thematic working groups, these structures have not fully enabled meaningful collaboration. Civil society organizations face challenges engaging in decision-making, and political turbulence further complicates progress.

This publication is part of the SDG LENS program: Monitoring Sustainable Development in Eastern Europe and the South Caucasus. It was produced through a collaborative effort between CENN and Coopera e. V., with support from the German Federal Foreign Office.
