Developed by independent civil society representatives, this Shadow Report delves into the implementation of six selected Sustainable Development Goals (SDGs): SDG 5 (Gender Equality), SDG 6 (Clean Water and Sanitation), SDG 7 (Affordable and Clean Energy), SDG 9 (Industry, Innovation, and Infrastructure), SDG 11 (Sustainable Cities and Communities), and SDG 13 (Climate Action).
The report offers a critical perspective, contrasting the official governmental narrative by highlighting key challenges such as data gaps and systemic inequalities. It emphasizes the real situation on the ground, providing insights from civil society and recommending concrete steps for the Azerbaijani government to improve data transparency, enhance public services, and foster sustainable development.
